ACT TEACHERS Representative condemns murder of Masbate teacher

ACT TEACHERS Party Representative Antonio Tinio issued a statement today condemning the killing of public school teacher Mark Francsico.

“We condemn the brutal murder of public school teacher Mark Francisco,” said Tinio. “We demand justice for our fellow-teacher and party-member.” He called on authorities to conduct a thorough investigation into the incident and for the perpetrators to be swiftly brought to justice. According to Tinio, Francisco taught at the San Isidro Elementary School in Palanas, Masbate, was a member of ACT TEACHERS Party-Masbate, and actively campaigned for the party-list group during the last election.

Francsico, 27, was heading home on Friday, July 9, at around 5 p.m. with four other co-teachers. They were riding motorcycles. When they reached a river crossing in Sitio Umawas, Bgy. Malibas, Palanas, their group was fired upon by two armed men wearing ski masks and camouflage uniforms. Francisco fell down dead, his body riddled with bullets from an M-16 rifle. Another co-teacher was pursued by the assailants, but managed to escape on board his motorcycle and reported the incident to the authorities.

Tinio urged the Department of Education to work with the Philippine National Police and the local government authorities to extend protection to the teachers who survived the attack and who may now serve as witnesses.

Tinio pointed out that there has been a spate of violence targeting teachers in Palanas, Masbate. He noted that three days before the murder of Francisco, another public school teacher in Palanas was also ambushed. Dexter Legazpi, 36, was riding his motorcycle to school with his wife on the morning of July 6 when a group of five men wearing ski masks and military uniforms shot at them. Legazpi was able to speed away to safety on his motorcycle. Legazpi is also a member of ACT TEACHERS Party.

Teachers protest education budget cut as new school year opens

Budget cuts in education due to an increasing debt payments are at the root of the worsening education crisis. This message was highlighted by the Alliance of Concerned Teachers as it led a protest march and rally in Mendiola on the day before the opening of the new school year.

ACT national chairperson Antonio Tinio pointed out that in spite of the critical shortage of resources in basic education, the Arroyo administration has imposed cuts in this year’s budget of the Department of Education. “The 2010 Deped budget is lower than last year’s. Malacañang imposed a Php 1.62 billion reduction, from Php 174.46 billion in 2009 to Php 172.84 this year. This is the last thing our ailing public education system needs.”

Tinio noted that for the incoming school year 2010-2011, there will be a shortage of 54,060 teachers, 4,538 principals, and 6,473 headteachers; 61,343 classrooms, 816,291 seats, and 113,051 water and sanitation facilities. The Department of Education will also need an additional Php 400 million to address the textbook shortage.

Tinio noted that while there was an increase in the budget for salaries and benefits of teachers (Personal Services), this was offset by significant cuts in Maintenance and Other Operating Expenses (MOOE) and Capital Outlay (CO) in particular, which includes the budget for classroom construction and the acquisition of new school equipment.

Teachers troop to Times Street to seek dialogue with President-elect

Militant teachers trooped to the home of President-elect Noynoy Aquino this morning to seek a dialoque with him on issues affecting the education sector.

Around thirty teachers, bearing placards and streamers, marched to the gate of Aquino’s residence in Times Street, Quezon City . “Within the first 100 days of his administration, we urge President-elect Aquino to take action on a number of pressing matters affecting teachers and the education sector,” said Alliance of Concerned Teachers national chairperson Antonio Tinio.

The teachers urged Aquino to implement the following:

  • Salary increase for teachers in the public and private sector. In the public sector, ensure the full implementation of the Salary Standardization Law 3 in the 2010;
  • Immediate replacement of Winston Garcia as President and General Manager of the Government Service Insurance System (GSIS) and rescinding of the unfair and unjust policies (premium-based policy, claims and loans interdependency policy, etc.)  implemented during his term;

Arroyo’s legacy: Php 91.54 billion in shortages

The Arroyo administration will leave behind shortages of teachers, classrooms, and other critical education resources amounting to Php 91.54 billion.
 
“After nine years in office, the Arroyo government has utterly failed to eliminate shortages of teachers, classrooms, textbooks, sanitation facilities, and other critical resources in our public schools,” said Alliance of Concerned Teachers national chairperson Antonio Tinio.
 
Tinio noted that for the incoming school year 2010-2011, there will be a shortage of 54,060 teachers, 4,538 principals, and 6,473 headteachers; 61,343 classrooms, 816,291 seats, and 113,051 water and sanitation facilities. The Department of Education will also need an additional Php 400 million to address the textbook shortage. “All in all, the DepEd needs an additional Php 91.54 billion over and above its current budget to address all of these resource gaps.” [See table below.]
 
“It’s budgetary policy prioritizing debt servicing and reducing real spending on education has been primarily responsible for creating this situation,” explained Tinio.
